/ri/ - /rɪ/ - /ri:/?

The English word-stock contains many items which begin with the syllable <re-> . Here's a poster illustrating what I mean. The words are:
  1. reduce
  2. reuse
  3. repair
  4. rebuild
  5. refurbish
  6. refinish
  7. resell
  8. recycle
  9. restrict
  10. remove
One may even replace "designed" by "redesigned".
    11. redesign
Do you know how <re-> is pronounced and which rule applies here?

Transcriptions will be published later.
